scoping meetings to be held regarding the use of I-95 Commuter
Breakdown Lanes.

NEWINGTON,
Conn. - State Transportation Commissioner James F. Byrnes
announced today the dates and locations for four public scoping
meetings to be held regarding the I-95 Commuter Shoulders Project
in Fairfield County.
The meetings
will be held in Stamford, Darien, Norwalk and Westport during the
month of April.
The Commuter
Shoulders Project would enable automobiles to use the outside shoulder
of I-95 as an additional travel lane during peak morning and evening
travel hours between Interchanges 8 and 18 in an effort to reduce
traffic congestion. The shoulder would be used for this purpose
in a southbound direction during the morning commute and northbound
during the evening. The project would also incorporate a system
of ramp metering at interchanges to moderate traffic flow during
hours when the shoulder is in use.

Representatives
of the Department of Transportation and Fitzgerald and Halliday,
Inc., which is preparing the Environmental Impact Evaluation (EIE),
will be available starting at 6:30 p.m. on each date. The formal
scoping meeting will commence at 7:00 p.m.
"The
purpose of these scoping meetings is to enable the public to provide
input into the state and federal environmental document process," said
Byrnes. "We are interested in gaining information on possible
alternatives and potential issues regarding the proposed project
and its impacts. Organizations and individuals with an interest
in the project are urged to attend a meeting or provide written
comments."
The scoping
meetings have been arranged in accordance with the Connecticut Environmental
Policy Act (CEPA). CEPA encourages these meetings as a part of a
mandatory scoping process for an EIE that the Department of Transportation
will be preparing for the project. The Department initiated the
process on March 3, 2003. The closing date for comments has been
extended from April 4 to April 25, 2003 to allow comments to be
submitted after the conclusion of the scoping meetings. Written
