Bridgeport Reconstruction Project

This
project consists of the modification of the I-95 roadway cross section
and the realignment of I-95 as required in Bridgeport, Connecticut.
The limits of the project are from approximately 1300 feet West
of the Fairfield/Bridgeport town line to the vicinity of the Bridgeport/Stratford
town line (Interchange 29), a total distance of approximately 16,600
feet. The proposed typical I-95 roadway cross section from the Fairfield/Bridgeport
line to the Route 8/25 Interchange will consists of three 12 foot
lanes of through vehicular traffic in each direction and from the
Route 8/25 Interchange to the Yellow Mill Pond bridge four 12 foot
lanes of through vehicular traffic in each direction. In addition
to the through traffic lanes, from Interchange 25 to the Route 8/25
Interchange there will be a 12 foot auxiliary traffic lane in each
direction. The shoulders will be 16 feet wide on the inside and
a minimum of 12 feet wide on the outside for the entire length of
the project. A six-foot wide concrete median barrier is proposed
throughout. The I-95 roadway and structures will be overbuilt on
the outside in order to maintain and protect three (3) lanes of
traffic in each direction during peak hours. To accomplish the proposed
reconstruction, the Corridor Improvement Program has been divided
into 5 major segments.
The
Yellow Project phase is 100% complete and was completed on November
4, 1999.
This project phase included the reconstruction of the I-95 bridge
over the Yellow Mill Channel, the elimination of the southbound off
ramp to Pembroke Street and the northbound on ramp from Pembroke Street,
and the reconfiguration of Interchange 29. O&G Industries, Inc.
completed this project on November 4, 1999, one year ahead of schedule.
Traffic is now traveling in the final alignment for the Yellow Mill
Contract.
The
Green Project phase is 100% complete, and was completed on December
29, 2000.
This project phase included the construction of the southern third
of the Bridgeport Harbor Bridge and the partial reconstruction of
other structures on I-95 over local streets. The project starts in
the vicinity of Lafayette Street and terminates at Pembroke Street
. Also included in the contract is an access road to the Bridgeport
Ferry Terminal and reconstruction at the Union Square Dock. All work
on this project was completed on December 29, 2000. The permanent
northbound off ramp to East Main Street (Exit 28) was completed and
opened to traffic in November 2000. I-95 northbound traffic has been
shifted to the newly constructed roadway.
The
Orange Project phase is now 92% complete;
with a target completion date October 20, 2003.
This project phase consists of reconstruction of I-95 from Wordin
Avenue to Warren Street, including the Route 8 Interchange. A major
structure, which carries I-95 over the Metro-North Railroad and local
streets, is also included in the contract. Balfour Beatty Construction,
Inc. is constructing this project. On January 12, 2001 all northbound
traffic was shifted to the newly constructed roadway between Wordin
Avenue (Exit 26) and Lafayette Boulevard (Exit 27). On April 20, 2002
I-95 southbound traffic was shifted to the newly constructed roadway
between Lafayette Boulevard (Exit 27) and Wordin Avenue (Exit 26).
This allowed for the completion of the reconstruction of the center
section of the bridge over the Metro-North Railroad and local streets
(Bridge No. 105). Traffic on the loop ramp (Exit 27A) from I-95 northbound
to Route 8/25 northbound and the loop ramp from Route 8/25 southbound
to I-95 northbound was shifted to its final configuration on December
19, 2002 . This shift substantially completed Project 15-268. The
ramp from Route 8/25 southbound to I-95 southbound has been completed
and is in the final alignment. The Myrtle Street on ramp to I-95 southbound
that has been closed for two years was opened to traffic on May 3,
2002 . The northbound off ramp to Lafayette Street (Exit 27) and the
southbound off ramp to Wordin Avenue (Exit 26) has been constructed
and is operational. The Wordin Avenue on ramp to I-95 northbound was
completed and opened to traffic on October 29, 2002.
The
Pink Project phase is now 64% complete; with a target completion date
January 2005.
This project phase completes the remaining two-thirds of the I-95
Bridge over the Pequonnock River , which includes major construction
over the Bridgeport Harbor . The scope of work includes reconstruction
of I-95 from the Route 8/25 Interchange east to the Yellow Mill Channel
Bridge . L. G. Defelice/Frontier-Kemper Constructors, Inc., Joint
Venture is constructing this project. The Lafayette Street on ramp
to I-95 northbound has been constructed and is operational. On January
12, 2001 all I-95 northbound traffic was shifted to the newly constructed
roadway between Lafayette Boulevard and East Main Street (Exit 28).
Once northbound traffic was shifted to the new traffic alignment,
the Contractor completed the demolition of the southern half of the
existing bridge over the Bridgeport Harbor. On April 20, 2002 I-95
southbound traffic was shifted to the newly constructed roadway between
Lafayette Boulevard (Exit 27) and Wordin Avenue (Exit 26). This traffic
switch allowed construction on the final stage of the adjacent Orange
Project to commence. The construction of the middle section of the
new Harbor Bridge is now complete and southbound traffic was switched
to the new bridge on December 10, 2002 . Construction of Temporary
Ramp E to I-95 southbound from Waterview Avenue was completed on December
19, 2002.
The
Blue Project phase is 54% complete with a target completion date December
28, 2004.
This project phase starts south of the Fairfield/Bridgeport town line
and continues northward to Wordin Avenue . Included in this contract
are the relocation of Pine Street and the reduction of Cherry Street
to allow for the substitution of a single span structure over Bostwick
Avenue in lieu of the present multi-span viaduct. M. DeMatteo Construction
Company and the Brunalli Construction Company, a Joint Venture is
constructing this project. A new section of Pine Street has been constructed
between Cherry Street and Bostwick Avenue . The new road was opened
to traffic on October 27, 2001 . Cherry Street between Bostwick Avenue
and Fairfield Avenue has been closed. Traffic on both I-95 northbound
and southbound has been shifted toward the median (Stage 1C configuration)
to allow widening of the bridges to take place. A Temporary on ramp
from Wordin Avenue to I-95 southbound (Ramp C) and a temporary on
ramp from State Street to I-95 southbound have also been constructed.
At the Rooster River Culvert (Structure No. 01680) the Contractor
has completed the reconstruction of all three barrels. Work for project
50-201 began in July 2002 with the milling of
I-95 northbound and southbound between Chambers Street and New England
Avenue . Concrete pavement repairs as well as full and partial depth
bridge decks repairs are complete. Membrane and paving of the Bridge
decks and placement of the mainline binder course were completed in
October. The top course will be placed in 2004, after the median reconstruction
is completed.
